Orange County Transportation Authority Unanimously Selects Trillium to Provide CNG Fueling Services

New CNG Facility Planned to Open March 2007

Salt Lake City, UT Nov 29, 2005 The Orange County Transportation Authority (OCTA) Board unanimously approved the execution of an agreement with California Trillium Company (Trillium) of Salt Lake City, UT for a contract to design, build, operate and maintain a CNG Fueling Facility for OCTA at their new Santa Ana Bus Depot. The decision was made at the November 28, 2005 Board meeting following a competitive proposal process that also included evaluation of L/CNG options. The recommendation to the OCTA Board stated that Trillium ”provided the lowest price offer and will provide the best value to the Authority.”

The station to be built by Trillium for OCTA will be one of the highest-capacity CNG facilities in the country. The contract amount for the equipment, installation and a 10-year operating term is not to exceed $17 million. Completion of the facility is scheduled for March 2007 to correspond with the delivery of OCTA’s first order of CNG buses.

The OCTA Board’s decision also shows that CNG remains a commercially practical, reliable and economical way for transit agencies to meet air quality regulations over the long term. Public/private partnerships, exemplified in this contract, are recognized by the industry as the most efficient way to acquire a CNG fueling facility and services. High-volume CNG fueling is a specialized function and experience has proven that performance based contracts result in long-term reliability and superior performance. OCTA also opted for this approach because it "allows the transfer of development and construction risks associated with the station, from the Authority to the Contractor."
